Yes it count, fusion summon considered as special summon. If you don't believe try performing one fusion summon againts LD level 10 and see the duel assesment.

A square can be a rectangle but a rectangle can't be a square right? So a special summon could be a fusion summon but a fusion summon can't be a special summon.
The square rectangle analogy is totally wrong. Most extra deck summons are special summons, ie synchro fusion xyz link, but fusion summon is specifically when you use a card that says "fusion summon a monster" on it. So if you use neo fusions or gladiator beasts who don't use poly, then they are special summons but not fusion summons.
The issue here is that there is a difference between special summoning a fusion monster, and fusion summoning a fusion monster.
Basically, if you special summon a fusion monster using anything whose card text does not explicitly call it as a "fusion summon", then it's not a fusion summon.
Exactly, so your thinking to literally because we all think of the definition of special being unique or different. Which leads to the conclusion that a fusion summon must be a special summon but in the terminology of the game it isnt.
