As soon as I got my third he dropped two more in the next run in one duel.

So in conclusion get three and you'll get more.

I did have 9 Light Rulers though before that.

I was having the same problem while farming lv40 kumar until I decided to farm x2 lv30 instead and noticed lv30 uses the moon in duels and less than an hour later got my first drop of the moon
