I've never seen any deck pulling 3 lvl 8 in the same turn

In very rare occasions BE can, but they get the three level 8 in the end phase so they can't summon this card

BE don't end with an XYZ + you still need one Photon or Galaxy.

It's easy to summon in a galaxy focused deck by using Galaxion, summoning a GEPD via its effect and then using the new trap to summon the beater. The only problem is that there is no way to equip it with GEPD to trigger it's effect

Only his first effect (negate) requires GEPD to be one of the material upon summon.
Second effect can be used regardless as long as NGEPD have Xyz material and opponent have Xyz monster with at least 1 material.

So yeah, it is still a beater without GEPD, but it is a beater that can potentially attack 2 times or more.
