I think it depends; there are decks that need to abuse skills to survive: cyber dragon, Draw sense: Aleister and all ritual and fusion decks.

Then there are decks than don't need lp manipulation to work: blackwings, shiranui, karakuri, etc.

Cosmic banishes cards that may have fun effects but there are so few of them that this "advantage" is negligible

I'd use MST instead of cosmic in my d/d/d deck.

Something not related to your question: if konami ever wants to sell MST it'll have to be in a minibox, if it is a UR in a terrible box (as cosmic) I'd get cosmic, since I may want to play a fusion/ritual deck in the future.
