...The only cards that are worded "This card can only be Special Summoned by..." are semi-nomi, lol. It's the old phrasing that used to be used for them, and still exists on old cards like Volcanic Doomfire. Nomis use "Must be Special Summoned by..." these days, and used "This card cannot be Special Summoned except by"... in the past.
But yeah, a Nomi is a monster with a Summoning condition that can't be Special Summoned from the Graveyard/while banished even if it was properly Summoned first (such as Dark Paladin or Water Dragon).
A semi-nomi is a monster that first has to be Special Summoned in a special way, and can then be revived if you already Summoned it correctly. (Such as Harpie Lady Sisters and most Fusions/Rituals.)
Just to add, there are cards that allows you to special summon a Nomi from the GRAVEYARD or that is BANISHED, ignoring any Summoning Condition.
BUT to do so, the Nomi monster STILL has to be special summoned properly first, before you can revive it with another effect that ignores summoning condition.
No. The only cards that can are those that say they ignore Summoning conditions, like Level Up! or Cocoon of Ultra Evolution. (Or cards that deal specifically with improperly Summoning Ritual/Fusion Monsters, such as Summoner of Illusions or Ritual Foregone, since they kind of have to do do ANYTHING.)
Wait... Lullaby of Obedience IS such a card. I don't know why, but I assumed you said Ties of the Brethren,. Maybe because Lullaby doesn't exist in Duel Links yet. >.> You can Summon a monster like Harpie Lady Sisters or Water Dragon with Lullaby of Obedience.
