Yes, because many players quit this for MD. DL lost a lot of players after MD release.

Happened to me 3 times yesterday at Dlv 19, I guess everyone got to Dlv max already

not everyone max dlv. some people who play kc don't focus on trying to climb up the kc ladder and focus more on stuff like sheets etc for kc then cut back til another sheet etc appears. i'm not even dlv 10 now (just dlv 1 or 2 right now).
