A lot of them cannot be Special Summoned, and this card doesn't ignore summoning conditions

Actually, you can use it to get AG Howitzer out of the GY, but that's about it.

Not many of them cannot be Special Summoned, actually.

Problem is, this card asks for a monster that cannot be Normal Summoned. Most of the AGs that can be Special Summoned, can also be Normal Summoned.

You can use it with Extra Deck monsters though but this will only start to get interesting once we get Link Monsters.
