Not nearly only because of this card.
Almost every new decks exploit having access to Enemy Controller and gaining distinct advantage over older decks solely through the fact that none of the cards is in the limited list.
Enemy Controller and Treacherous are simply too powerful for 4000LP duels.
I mean, E-Con has been banned for many years even in TCG (perhaps it still is, I'm not sure).

He said something about that econ was once a great card in the tcg, but if you really want to know if a card is banned or has been banned just search for it on google, or better yet the official banlist.

Turns out it's not that easy to search for past banlists if you're only searching for specific cards appearing in those lists.
