cloudians get destroyed while in defense mode. WoD is the LEAST of their problems when they get countered by Windstorm, curse of anubis, etc. which are all run in ReZ rn.
The basic concept of the deck is to use summon cloud and double summon to swarm the field with cloudians to spread fog counters. Use things like fog control, squall etc to do this with some ease. Then once a good amount are spread summon turbulence use double summon to tribute it and smoke balls (summoned by its effect) to bring out nimbus man and swing for game. Restart, to try and get pieces for spreading counters or a Ghost Fog for a easy first turn counter spread.
Duel Standby, for the same sort of thing.
Last Gamble, Get rid of dead cards and have a chance to get cards that spread counters. These are just suggestions though feel free to do what you think would be good.

WoD can be a big problem if you can’t tribute summon as if you have 3 monsters you have to destroy them all, otherwise you won’t be able to summon any more and most Cloudians have less than 2400 ATK, but Windstorm and Anubis are an easier counter. Having said that you can get 3 WoDs but one 1 each of the others
I would highly recommend Sanctuary in the Sky or Spirit Barrier. With one of these, you are safe from any battle unless the opponent has a card like Enemy Controller or Super Rush Headlong.
