Which means Bamboo Scrap isn't a must have, and therefore isn't as powerful as you think. Which in turn means the card isn't ban worthy.
It's for the same reason Katon wasn't hit. Not all Shiranui decks run it, because it wasn't that needed.
It means trouble to a lot of decks, but it isn't needed for Aromage to reach KoG. So limiting/banning it will end its c*anc*rous usage without killing the Aromage deck.
