Why can’t I summon Flare neos with this card? i have Elemental hero neos and a substitute fusion card in deck, it should work

Special summon, not fusion summon - the fusion sub probably needs a proper fusion summon

Effects are not applied in the Deck, unless the card itself mentions it (like certain monsters state they can summon themselves from the deck).

This means Fusion sub does not work as a sub until you at least draw it. So you cannot use it as a sub directly from the deck.

Yes, this card does not fusion summon, you cannot use fusion sub when there's not even any fusion summon taking place.

And EVEN IF it does fusion summon, you cannot use fusion sub straight out of the deck because of what one of the above anon says.
