I doubt Mark Ishtar's signature card would be Ra when Ra was used by Yami Mark and Yami Mark has the cut scene. If a sleeve exist then no one has reported how to get it. But it is not from using a character 100x. They can improvise and give Ishtar about any kind of deck they want as he was never seen dueling. We know he is one of the best in the world because he was meant to duel to protect Atem.
I can buy that Ra can be used by Mail Ishtar but I really doubt this BS. I feel Ishtar will get his own signature card and own theme separate form Yami Marik. We know we have several more god cards coming.
In the sound files there are files for Mai Valentine summoning the Winged Dragon of Ra sphere form. It is a reference to the anime. There is one for their combined form used by YamibYugi and of course the other two gods. So at least 3 more god events are coming. Some of these will likely offer god sleeves as an event reward if sleeves are offered.
I am also skeptical about Ra being Marik Ishtar's ace monster. I think that it was probably a rumor that got confused with leaks winning Ra in the Yami Marik event. As for the Ra sleeves, I don't know, but they don't seem to be coming from dueling with Yami Marik 100 times, because I have done that and have not received them.
In case anyone is interested, there is a stage duel between Marik Ishtar(and mid-duel Yami Marik) and Pegasus featuring the english voice actors on youtube. Marik plays with a gravekeeper deck and Pegasus with a Toon deck (obviously). Marik will probably use something similar in his new event.
