F2P players usually have only 1-2 copy of UR cards. When the game detects this it changes the drawing order depending on what is most inconvenient.
If you were an honourable and fair player who contributed to the game by using your wallet to get x3 of each URs Konami wouldn't have had to resort to this kind of scheme.

You don't want more than one Mahad in your deck because then the chances of him showing up in your starting hand to be useless are even greater. You can make use of that situation with magician girls to just dump him to the grave with chocolate's effect. But even then you don't want more than one.
