The "garbage filler" characters you are referring to actually have their cards printed in real life because people want them.

Meanwhile, most people didn't even remember Lumis and Umbra exist.

Heck, Ziegfried's Valkyrie cards are actually popular enough to be revealed in OCG when they are still TCG exclusive right now.
