You're right, apparently Guardian Statue's effect does target. I find it weird that the text on the card was not changed in Duel Links to make it more clear. They kept the old text that doesn't use "target" or even "select".
They typically use the current TCG text (well, usually from a couple of weeks prior to the time we get the card). There are very few cards that got Duel Links-updated text. (Masked Beast Des Gardius and B.E.S. Big Core are some of the few.) And I'd expect those are more them using a behind-the-scenes text source that isn't specifically for Duel Links.
