The reason nobody played special hurricane is because it destroys all monsters, including your own. Making a it good turn 1 option but less viable for late game.

This card will see more play because it is one sided destruction with little setback.

Otherwise it’s a raigeki break that trades disruption for field clearing.

Of course vortex will see more play than special hurricane. It's still not going to do a lot against monsters that can't be destroyed.
