Uhhh NO. Lame character, duels a grand total of three times, the first time using a completely random deck make of booster packs, the 2nd and third time he ties and loses respectively. There's not any memorable strategy he has except... dice. Oh, and that Relentless guy for beatdown. Many better choices.
On the GBA/PSP games (can't remember the one) he uses a very nice Mecha Phantom Deck and a Core deck (spaceships). So yes, he would be a very nice character to play or to have in the game
Yeah, characters who only dueled a couple times in the series are never going to make an appearance in Duel Links. Only the super popular main characters who duel around 1000 times like the Paradox Brothers are going to be in this game
Here's the thing though: The Paradox Brothers actually have a deck profile to go off of. Devlin... not really. It's basically roll-of-the-dice + Orgov (is that his name?) The Relentless beatdown. With the exception of Ishizu, all the characters added had some kind of deck to work off of. Devlin doesn't really have that luxury.
Devlin actually has a lot to work off of. He has Ninjas (Strike Ninja was his Deck Master when he dueled against Nezbit), the Gradius Series, and, as you said, Dice Cards. I'm not sure where you are getting this.
