You can use 3 of these in a deck that can't use TTH due to using other semi-limited cards. Not only can it destroy monsters but spells and traps as well. The cost is very low and if its a deck like Invoked, you can discard a fusion material and reuse it in the graveyard
Comparing it to TTH makes zero sense. TTH is just straight the better card most of the time.
The better cards to compare it to are Bad Aim and Offerings to the Doomed, since they share a similar niche. I feel like Raigeki Break's actually the worst of the three in Duel Links, despite its added versatility. The discard cost, while not absurd, does matter with a 4-card hand and a faster format.
tth comes at a cost too. For one, you can't have any other traps in your GY. So it's a dead draw if you've already used it. Also it being semi-limited means certain decks can't use it. Raigeki break is slightly similar in that it targets and destroys a card, though you can continue to use more than one trap before or after using it
