If they limited Cocytus would that really make a difference for an extra deck monster? I suppose it would limit their ability to use other semi-limited spell/traps like treacherous, econ, ect.. But imo 2 cocytus is basically the same as 3, so if you really wanted to make a difference you would have to limit it to 1 and I'm not sure theyd do that.
