Yeah, but according to the leaks they could only be use to buy some common skills like Balance, Restart or LP Boosts.
Character's exclusive skills are not available.
If it means all characters gets access to those skills, then I'm fine with it.
Honestly, skills like Balance, Restart, LP Boost Alpha, Draw Sense: Low Level, and Draw Sense: Spell/Trap should be generic skills available to any character.
To be fair, that's still helpful. It means that while grinding, you'll have an easier time getting the skill you want (instead of unlocking random LP boost skills and whatnot)
Clarification: They allow you to buy skills for the character you currently are using. For example, I used Kiryu (Kallen, whatever) and got Immortal Offerings for him. It'll choose one random skill you do not have and unlock it.
Unknown how to get more skill chips, however.
