is SSA bugged? some sylvan guardioak just killed my citadel whale. And the next game i played i was never prompted to activate SSA to banish water monsters to protect them/protect SSA

I have legendary ocean on the field. The log says SSA was activated. but the sylvan just managed to attack anyway

the SSA card even flashed on the screen to show that its effect was activated
