Lol can't be use for Synchro summon except for "Synchron" Yet this card substitute the Synchron itself what is the point?

Noob. There's a Synchro monster that require specific "Synchron" tuner such as Junk Destroyer, Jet Warrior and Drill Warrior.

It means you can summon Nitro Warrior or Road Warrior without using the listed "Synchron".

It means you can summon Junk warrior without using junk synchron

Not for Junk Warrior, unless you reduce this card's Level first.

Also Chevalier de Fleur since it requires "Fleur Synchron"

means you can summon synchros like Junk Warrior that require a SPECIFIC tuner (Junk Synchron in this case) but you can't use it for Synchros that have generic "tuner" as their tuner requirement as the downside
