It just depends on the character. Other characters like Marik and Bakura were obtainable from the start and didn't roam. It just depends on how fast they want to release certain characters and in what order.
No, as said above Trudge never roamed even though Hassleberry roamed before his unlock event. Sortorius's cards might be the reason why he isn't roaming as it's all luck based with coin tosses.
