Probably, but that doesn't mean Cyber Dragon won't be a problem in OTHER decks, which is the main issue. (Though I still don't think Cyber Twin's a good idea, either.)
Cyber Dragon has no place in other decks except Monarchs, Hazy, Karakuri and it's own archetype.
Cyber Twin Dragon will win some games for sure but you can easily counter it in so many ways and it can't attack directly like Anki.
I am just imagining it like that, you'll need at least 2 cards to summon Cyber Twin, if it dies which is super easy, you'll be in a tough spot with 1-2 cards left.
Speaking of Anki, Anki is better in a way than Cyber Twin because it can bait out S/T with Mask Change, Cyber Twin has no outs to S/T.
Losing Cyber Twin on the field would be similar to Blue-Eyes losing Cosmo brain, you'll lose pretty much but Blue-Eyes is slightly better because of Silver's Cry and it has S/T removal.
Cyber Twin Dragon is the least broken card to buff this archtype tbh.
Cyber Dragon does have a OP effect and it's called special summoning itself. Most of you idiots just want Cyber Dragon because of Zane but all of you fail to realize that Cyber Dragon will make a huge difference in Duel Links. It'll be one of the most easiest cards to special summon.
