Exodia decks are too slow to be competitive and get bumrushed by meta decks. Furthermore this card is garbage against any meta deck. But might be the choice for specific counter for exodia.
Adding on to that, hand size limit forces you to discard during YOUR own end phase, not before. So an insane card draw/ searching turn will probably result in exodia's completence.
