There are 2 bugs here, one you said, and another is a Worm deck can never be a strong deck, let alone best or meta

That's a different Worm archetype. You must be referring to the Insect-Type Mill-based "Worm", instead of the Reptile-Type Flip-based "Worm".

The Mill-based "Worm" is indeed stronger than the Flip-based "Worm", which is a terrible deck in both OCG/TCG and DL.

It's rather ironic because the Flip-based "Worm" is actually a full fledged archetype, while the Mill-based "Worm" is just a series, and yet, the Mill-based one is the much better deck.
