We'll probably get a Shadow Rider Duelist Chronicle eventually, and Camula's kinda necessary for that. (And looking at Arkana and Bonz, I think it's likely most of the Shadow Riders will eventually be playable.)
I feel that they are trying to trick us into thinking we would get something. Or they just made an error on her and we won't obtain her on that time. Remember the D.D. Tower Dark Dimension hint error.
