No, because riryoku field needs the target to be only 1 card, riryoku targets 2

No. because order to charge targets one and destroys one. it doesn´t target a second time

You can only negate otc when it first targets a monster. When your opponent targets their own monster to tribute.

Order to Charge DOES target, but it targets two separate times which gives you the chance to counter it with Riryoku Field which HAS been proven to work!

Of course you have to counter it when the FIRST target has been designated
