Because providence can't be popped in the damage step, this card's effect pops in damage step. So you can't providence it.

how about Kingolem?I attacked with Triamid master while Kingolem was on the field and Leotaur activated his effect in the damage step

Leotaur is a quiet effect, Kingolem can't stop it. But the 500 boost from kingolem beat it anyway unless there were other cards making it stronger.

The term is not "quiet", but "Continuous".....it's even on the above article.

Continuous effect do not activate, they are always applied. So Kingolem cannot negate it as there's no effect activation to begin with.
