No, did you read the description for tier 0 on this page? Desparado is good but not tier 0 Cyber Angel or die good.

Tier 0 are decks that basically have no counters unless you build a very specific Anti-[Insert Deckname here] deck. Desperado has a few counters and they don't auto-win against the other meta decks.

They don’t have to “auto-win” against the other meta decks, they just to be able to compete with them- which they do. This is no T0 deck

If they have "counters" they those counters should be tier 1 too. never can exist only 1 tier 1.

Tier 0 deck is the deck that players use most often in tournaments, approximately 70 or 80% of players, I don’t remember the exact percentage
