Have you ever considered that a new world doesn't necesseraly equal a new series. Just think about how many different dimensions and worlds the Yugioh Universe has.
By looking at Yubel's shadow everyone will realize Yubel is coming, so i'm pretty sure that new world quote and Yubel shadow reffering to 2 different things
Either the Yubel thing is just a hint at the opponents for the Tag Duel (I think it was already implied somewhere she'd be showing up there anyway), or we're likely getting some sort of event based on the alternate dimension in Season 3 at some point. (I'm guessing the former. If it is the latter, it'd probably be a Dimension Tower clone IMO.)
Even without 'new world' everyone will realize that was Yubel's shadow, no one would thinks that was Solomon Muto or Marik Ishtar. So i don't think Konami will give us another hints for Yubel because that shadow already explained everything
And the last time Konami mentiong about new is when GX update, they never mentioning about new world in unlock event, duelist chronicles, or even D.D tower
