Well, there IS a Common version (basically equivalent to N rarity) of this card in OCG and TCG.

It will be released only when the power creep will be enough out of hand so that the N rarity equivalent becomes useless/obsolete cheers, it means it will never be a threat.

To be fair, when this card is released in OCG/TCG as Common rarity, it was in 2008 (TCG) and 2012 (OCG).

This card wasn't exactly powerful during those times.
