Pretty much everyone expected it to be UR, even the F2Ps (who won't play Hieratic in the first place considering how expensive that deck is anyway, so this card being UR does not affect them)
I mean, it's a direct, simple searcher for Hieratic, with no fuss whatsoever. No way this won't be an UR.
Downbeat serves a very similar purpose, and it has a lesser rarity. If you play Downbeat x 3, you can easily get by with just one or two copies of the Seal.
I think SR would have been fairer, cause while it’s a good card, the deck isn’t gonna be OP I think, but I’m gonna farm it cause i like the archtype. Im just happy reflection is easy to get
