Maybe a year later. For now Konami just don't want to damage the sales of Desperado box. Currently they are enjoying the revenue while letting people claim to be top duelist just by doing the same combo : Pot of Greed 2 times then set Rebirth of Parshath
Character skill helps Konami gain revenue from bad cards. Many decks in Duel Links would be dead without skill, for example Hazy without Beatdown, Fortune Lady without Time Passage
