The way it's written in English it says that "each player CAN summon 3 monsters from the extra deck each turn" which is flat out not what the card does.
It's not written in a way that any card that would actually Summon anything would be. It doesn't even mention a specific type of Summon... Not sure how ANYONE that has played the game before could be confused by it. The grammar's probably blatant enough that even someone unfamiliar with the game could get it.
Just came across this myself and thought the same thing. Grammar wise, this clearly implies a player can summon 3 monsters from extra deck with this card, no way around that, the wording is completely wrong
It's written *exactly* as a card that would actually summon monsters would be. If the card said "Each player can summon a monster from the extra deck each turn", there would be zero confusion that the card itself gave players the option to do so using just this card. You're saying by adding "a maximum of 3" it's suddenly clear it does not do this?
This card does not summon any monster, but rather, this card restrict how many special summon each player can do in a turn.
That's why the text is misleading without the "only" word in it.
The TCG print, and the in-game text should have been, as Gamea written above, "Each player can ONLY Special Summon up to 3 monsters from the Extra Deck per turn."
If ANYBODY..was actually ABLE to SPECIAL summon THREE monsters from the EXTRA deck..in a SINGLE TURN..this card would be the least of their worries. That alone is reason enough to think, that it summons. It would be OP..no actually broken since it'd make polymerization useless, but at least it would have some sort of visible effect. Nobody will ever use this card.
