Nistro is one thing, but Quinton and Number 96 are definitely not coming until they tackle the Zexal II story content. Luckily for the people who keep asking, the last event covered the climax of Zexal I so it shouldn't be more than a year or two.
Nistro still has a chance to be unlockable since we have Heroic cards not in DL yet, but wtf Dextra would bring with her? We have all her cards already.
