I think it can still 🔥 Laquari after it's summoned with another GB effect. Also things like Alexander and the fusions.

But in laquari there's no effect activation...it's just come out with 2100 ATT..is this card still destroy it?

The monster's effect doesn't have to activate on summon. As long as it has an effect and 2000+ ATK, this should work, including Laquari.

Why would one summon Laquari if he know opponent has backrow? I rather tag out to summon Bestiari and BOOM!! This card dumped to graveyard

Because you're tagging out a bestiari and can't summon another bestiari with it.

I can just summon Dimacari for them double attack. And it has bigger defence, so if it switched to defence i can protect it with Mirror Wall

nope, the effect must be on summon, tested on special summoned, dark magician of chaos and didnt work
