It's a bluff to make the opponent thinks he's playing a deck that use the Extra Deck, and prepare for it, only to get trolled.

Somehow you ignore the fact that the OP asked about recipe from the Pduque13 DM deck, and then you bring out something that completely unreleated. Is it so hard to just accept the fact the creator just put anything there to bluff enemy? He can even put cyber end if he want to and they still serve the same reason:Bluffing.
Bluffing is also part of strategy no matter how you see it.

It's not even about creativity.

It's about what was Pduque13's intention in submitting that deck.

Pduque13 submitted a Tuner-less deck because he never intends to put a Tuner in the deck. Meaning the extra deck cards are there just for bluffing. If the deck is intended to run Tuners, he would submit a version of the deck that has Tuners in it, not a Tuner-less version.

Sure, you and me can revamp his deck into a version that runs Tuners.

But it still does NOT mean that was Pduque13's intention with his version of the deck, which was the question asked by the OP.
