Not really, tribute summon fell behind a long time ago.
It's there just to squeeze monarch fans (like they do to hero fans)

I guess you could use it in any deck that establishes boards without using normal summon. there may be better options out there tho

Pendulum summon makes it easier to bring a tribute fodder.

well yes, but actually no.
You don't want to summon Raiza in your 1st turn because there will be nothing to return.

There are even faster options you can use like vassals (Mithra, Berlineth and friends).

It is good if you add free range monsters trap card into your deck.

The only reason for me to use this is that it's level 6 winged beast and could be used to tag out Harpie Sister with Swallow Nest when I play rank 6 harpie while still somewhat useable when drawn into.

Otherwise you could just play his card in a Monarch meme deck. There isn't much use for it honestly.
