You can not. Because Rare Metal Dragon is not Normal Monster.

Rare Metal Dragon is better Special summoned by using Hidden Soldiers.

Arguably this card makes Rare Metal Dragon MORE garbage, since a deck running it is less likely to run a monster it can't Summon with Two-Man Cell Battle.
