I think he means the win-lose kog system sucks because you can get 4W 1L three times (which make up to [4-1]x3 = 9 win points) and still can't kog, but winning 5 in a row (5 win points) will make it.

^I think this is the confusing part.
It should have been "for komoney +5 is more than +9", that's why they decided to make it +5 in a row
