You need at least a 4 card combo* to abuse the third effect. And 4 card combos are pretty gimmicky.

* This + Junk Warrior (which actually requires 2 other cards to summon it) + something to add piercing damage or change the battle position of a monster + something to increase your ATK or decrease opponents ATK/DEF

Only a fool would call this card broken. It's a mediocre support card for a bad deck.
