Maybe you don’t get how serious the situation is. Orbital 7 is completely voiceless, only has written dialogue and only for Goggly Eyes. That’s how they’re treating characters who have many fans.
Compared to those two random guys, Orbital 7 still has more lines and therefore more chance that he'll get voice later on, and be implemented as an actual character.
Plus, his VA is the husband of Kotori's VA. No way they couldn't or didn't hire him as well when they have Kotori's VA record lines for Duel Links.
Orbital is highly likely because he has an archetype and they could should be able to get either of his voice actors who have already appeared in this game. In the anime he was originally voiced by Sean Schemmel (Crowler though he did not return for Bronk) and Darren Dunstan (Pegasus).
