Yeah, a Level 3 Tuner with effect that works on any Synchro but could not last on the field for more than one turn to wait for the Synchro is totally "trash" indeed.

Of course a brain dead people say this card is bad. It’s a god damn level 3 tuner which makes good by default and the boost that is permanent makes some synchros good too. It can be easily seen that brain dead person would be you op
