Lol, has anybody here even read what the actual Ra card does? It's terrible by itself! Add to that the fact you need to tribut 3 monsters to Normal Summon it, and it wouldn't even be tier 2, let alone broken.

Well they managed to let you even play Gate Guardian...I'm sure a skill could make Ra better. Basically do Elements Unite but Ra instead of Guardian and remove the Life Point cost since that would negate the purpose. It would be at least good by NPC standards.

I say add the God cards, but ban them from PvP use. As in you can only use them against NPCs.
