Steelswarm roach, can stop monsters that special summon themselve with there own effect.
Not Monsters that are summoned with an effect from another card. Othwise the txt. would be when a lv5 or higher monster is special summoned.

Fusion/Ritual summons cannot be negated, the only way to stop them is negated the spell card, thing that roach can't do.

Why they can't be negated? Because the summon occurs during the resolution of the an effect (the spell card)

Check "Special summon with a card effect" rulings.

(yes, it's one of those bs rulings, even more bs that missing the timing)
