Mirror wall is a wall with no cost...
But this card is way better than Rising Energy.

Its much more situational. This card requires you to have real BIG ATK monster or very low ATK monster in hand to be of use. You also need discard them when they potentianally useful for next turn instead of some dead/less useful card in hand unlike Rising Energy

even with Rising Energy you'd most likely want to discard a monster anyway. Monsters are both more expendable and retrievable than Spells and Traps.
