There's only 1.5 LV2 Synchros that AREN'T Tuners. (Assault Blackwing - Sayo the Rain Hider isn't one by default, but becomes one if you use a Blackwing to Synchro Summon it.) T.G. Recipro Dragonfly is the only one that is purely just a non-Tuner.

Yeah, some cards are really strange: Level 1 Synchro monsters, rank 0 Xyz monsters, Fusion monsters without fusion material, Xyz pendulum monsters, etc.

The only extra deck card type that follow the regular rules seems to be Link monsters.
