Fowl is like trunade? Not really since it can only restrict one set card. Not that op but it's a kagetokage for salads so yeah that's the key part of that card.
Good question I think the ai looks for moves you can only do with skills. Since it has nothing it gets a Cloudia fart in its ROM. Or because the players that just run the timer out make ai behave the same.
