So , first of all it's D.D Guide and as you can see, D.D Guide "sell" only cards from discontinued packs. So it's probably a new NPC for people who missed the chance to get cards from other packs ! :)
While your suggestion seems like an obvious explanation for this feature, and it may still be its function, 'as you can see...' ...Feral imp isn't from a discontinued pack.
